Thomas Reid Associates was hired
by the City of Brisbane to provide technical review of
the EIR process for the proposed modernization and expansion
of the large materials recovery/transfer station serving
the City and County of San Francisco. The Sanitary Fill
station, owned and operated by Sanitary Fill, a subsidiary
of NORCAL, is located half within the City of San Francisco
and half within the City of Brisbane. The City of San
Francisco is lead agency for EIR preparation. TRA was
selected for this work because of our extensive experience
with solid waste projects and our understanding of the
environmental issues involved in siting transfer stations
and mitigating their potential adverse effects. Lead
