Assistance to San Mateo County with supporting documents for an amendment to the 20 year old HCP and Section 10(a) permit. The amendment adds a recently listed endangered species to the permit and updates the HCP's adaptive management program. Includes a 5-year strategic plan to direct site-specific management and monitoring activities throughout the 3,600-acre project area.

University of California at Davis HCP
Yolo and Solano Counties
2002 to present

Mitigation for the impacts of new development at the University under the2003 Long Range Development Plan. The strategy includes a mitigation bank on Russell Ranch. The covered species are: valley elderberry longhorn beetle, Swainson's hawk, and burrowing owl.

Low-Effect Habitat Conservation Plan supports an incidental take permit application for a single-family residence project in south Santa Cruz County, California.

Gross-Poliski Ohlone Tiger Beetle HCP

The incidental take permit under this HCP will authorize take associated with construction of a single-family residence and associated facilities on a 52-acre site, take resulting from long-term management of a habitat preserve, and potential take of OTB associated with occupancy of the residential area.

California Department of Parks and Recreation, San Luis Obispo Coast District and Oceano Dunes State Vehicular Recreation Area HCP

This HCP, is part of a conservation effort initiated by CDPR to protect, conserve, and enhance the natural resources of the coastal San Luis Obispo State Park units. These park units encompass large sections of the central California coastline, extensive watersheds, and upland terrestrial environments. The mission of CDPR is to provide protection for California's natural resources, while providing recreational access to the parks. The HCP will balance these two objectives by developing sound management strategies for the western snowy plover, California least tern, California red-legged frog, Morro shoulderband snail, and 10 listed plant species.

Willow Canyon HCP

The HCP is addressing impacts of a single-family residential development on the Santa Cruz long-toed salamander. Contiguity of habitat and dispersal corridors are critical issues. The HCP includes a detailed biological implementation program for coordination with surrounding developments

Kirby Canyon California Red-legged Frog HCP
Santa Clara County

The HCP covers landfill development, operations, maintenance, and closure activities at the 760-acre Kirby Canyon Landfill site located in South San Jose. The HCP and associated Section 10(a)(1)(B) permit replaces an Army Corps of Engineers Section 7 consultation conducted for the California red-legged frog. The site contains both breeding and upland habitat for the frog, as well as serpentine grassland habitat that support the federally-listed Bay checkerspot butterfly and some rare plants. Mitigation includes establishment of new breeding habitat for the frog, restored upland serpentine habitat for the frog, butterfly and rare plants, and funding to provide long-term monitoring and adaptive management of permanent habitat easements.

Grassland Water District Land Planning Guidance Study

The Merced County Expanded Case Study builds on a 1995 Land Planning Guidance Study. Its purpose is to provide information and guidance supporting an inter-agency partnership to foster better land use planning and firm, enforceable, long-term protection of agricultural and natural resource values, even in the face of burgeoning growth pressures. The study may be the first of its kind to provide a comprehensive picture of the economic values of wetlands in the County and their impact on the local economy. These non-urban land uses produce a net economic benefit to the local economy, whereas urban development, particularly sprawl type residential development, produces a net economic loss to local government. The study will benefit stakeholders by streamlining project review and improving the certainty of land use decisions. The work products include a final report, a public information booklet, and a workshop for the public and government stakeholders.

Placer Legacy Project

TRA, in conjunction with the nonprofit Sierra Business Council, is undertaking comprehensive open space planning, dealing with biological resources as well as recreation, public safety, scenic and agricultural conservation. TRA is leading the habitat conservation planning effort and is coordinating the integration of all open space elements into a series of action opportunities to be considered by the Placer County Board of Supervisors.

Metro Air Park HCP

TRA completed a Final HCP and EIS for the 1900 acre Metro Air Park project located in the Natomas Basin. The HCP specifically addresses on-site impacts to covered species, but relies on a regional agency to implement the off-site mitigation program.

Headwaters Project (Pacific Lumber) HCP/SYP and EIS

TRA assisted the State of California Resources Agency with preparation of a conservation strategy for the marbled murrelet, Coho salmon and other species of concern, technical review of the HCP, and reconcilation of the HCP and Sustained Yield Plan (SYP), and administrative review of the EIS/EIR.

Natomas Basin Habitat Conservation Plan

HCP for incidental take of the giant garter snake in connection with urban development. Examination of the use of rice fields for snake habitat. HCP also addresses impacts to State-listed Swainson's hawk. HCP in response to a plan for large scale mixed-use development proposed for a 55,000 acre study area.

Tom Reid was technical author of conservation guidelines for CDFG which subsequently became the basis for the USFWS regulation on the Federally-listed threatened California gnatcatcher.
