Z-Best Composting Facility Expanded Initial Study

The project was the construction and operation of a composting facility to process green waste and agricultural waste at a 157-acre site in southern Santa Clara County southeast of Gilroy. The facility would process municipal-source separated yard waste collected under contract with the City of San Jose and other Santa Clara County Sources as well as agricultural waste from the agricultural operations in the project vicinity. The major issues of concern were impacts to water quality, noise, and odor.

Owens-Corning Fiberglas Waste Disposal Site General Plan Amendment EIR; Project EIR

The Owens-Corning Fiberglas (OCF) waste disposal site was opened in the early 1950's and originally operated under the jurisdiction of the City of Alviso. Alviso was annexed by the City of San Jose in the 1960's and the site has operated without City of San Jose land use permits as an existing, nonconforming land use. OCF intended to apply for a Planned Development Rezoning and pursue the required permits for the site. An EIR was needed to assess the potential environmental impacts of a General Plan Amendment designating a Candidate Solid Waste Disposal Site for the OCF site.

TRA prepared the EIR to provide both City decision makers and the general public with information about the potential environmental impacts associated with the site and to determine the scope and extent of the subsequent environmental review required for other approvals necessary with development of the landfill. The major issues associated with the project included containment of hazardous waste, impacts to groundwater, impacts on air quality, visual quality, impacts on wetlands, and public health & safety.
